Clingendael – the Netherlands Institute of International Relations – is a leading think tank and academy on international affairs. Research

Clingendael Research provides independent, interdisciplinary, evidence-based and policy-relevant recommendations about urgent international issues. Clingendael analyses the most important trends and issues in international environments and policy, evaluates international policy, studies opinions concerning and buy-in for international policy, develops new ideas and approaches to clarifying international developments, and provides advice on how to approach critical international issues;

Academy

Clingendael Academy provides diplomatic training courses, thematic programmes (European Union, sustainability issues, economics and trade, security and conflict management) skills programmes, tailor-made training, expert seminars, open application courses and individual coaching in order to operate effectively at the international level. The Academy also offers capacity-building programs to support the development of diplomatic academies or other training institutes. These programs include advice on institutional development, training programs and training methodologies, as well as train-the-trainer workshops.

Public Platform

The Clingendael Public Platform clarifies current international developments and shares knowledge with the public at large by means of an active role for Clingendael experts in traditional and online media; it offers a platform for sharing knowledge among scientists, politicians, policy-makers, social partners and businesses and, with this, provides inspiration for informed action by these parties; it publishes the online magazine Clingendael Spectator, organises idea exchanges and programs public meetings aimed at debate and dialogue with a broader audience about international relations from a Dutch perspective.

Advocacy and lobbying in the European UnionDetails

Effective influencing of policy and advocacy in the context of European policy is a permanent area of interest for Dutch ministries, decentralised authorities, businesses and other parties. Active and early influence is crucial to achieve results and to avoid possible ´misfits´ between European initiatives and the party´s own policy or company goals. This not only requires substantial preparations but also excellent communication and lobbying skills.

In the course, the European arena, policy preparation within the European Commission, the role of the European Parliament and the Council, the (in)formal working culture and processes within these institutions will be discussed. You will prepare a short ´position paper´ based on your own file, you will practice lobbying and you will create a strategic plan for your approach.

What will you learn?
The most important goal of the course is improving your strategic knowledge and ability to professionally represent the interests of your employer in the European Union.

After completing the course you will be able to:

- Comprehend and effectively influence the European decision-making processes
- Articulate your interest in a convincing manner
-  Create a lobbying and communication strategy

Is this course for you?
The training is for (policy) employees of the central government, decentralized authorities and public affairs employees at businesses or other organizations that are directly confronted with European legislative processes. This is an experienced and versatile public-private target group. The Clingendael Institute developed the training and is responsible for its content.

Wil jij in 12 weken klaargestoomd worden voor een internationale carrière? Of wil je je bestaande internationale kennis en vaardigheden verdiepen? De Leergang Buitenlandse Betrekkingen (LBB) van Instituut Clingendael is al jaren een begrip. Sinds 1967 vonden al 72 leergangen plaats. Alumni van de LBB vind je onder meer bij de VN, NGO’s, in de politiek, en in het internationale bedrijfsleven.

Heb je als beleidsambtenaar, medewerker van een NGO, universiteit, denktank of in het (internationale) bedrijfsleven een internationaal georiënteerde functie, dan biedt de Leergang je een unieke kans. Je verbreedt en verdiept je kennis van internationale betrekkingen, versterkt je vaardigheden op het vlak van onderhandelen, effectief beïnvloeden en intercultureel communiceren, en vergroot je netwerk van experts.

De Leergang is ook een opleiding voor jou als je een nieuwe richting aan je carrière wil geven. Dit kan binnen je huidige werkkring zijn, maar de Leergang is ook een goede keuze als je werkzaamheden momenteel niet op het vlak van internationale betrekkingen liggen, en je graag de overstap wilt maken naar een functie waarin dat wel het geval is.

Deelname aan de LBB vereist minimaal een vooropleiding op HBO-niveau. Studiebelasting voor deelname aan de LBB bedraagt wekelijks 21 contacturen en 4 tot 8 uren zelfstudie, gedurende 12 weken. Cursusdagen zijn dinsdag, woensdag, donderdagmiddag en vrijdag. Maandagen en donderdagochtenden zijn altijd beschikbaar voor zelfstudie. Zelfstudie beslaat bijvoorbeeld het voorbereiden van papers, presentaties, debatten, onderhandelingen, en leeswerk.

Jihadists and developments in the Middle East, EU-Russia relations, new geopolitical balances, energy safety and climate issues, the future of European integration, the power of China, and many more topical issues are part of the programme of the Course International Politics. The Course on International Politics offers a wonderful opportunity to become acquainted with international relations in a brief time frame. The main objective of the course is providing information on international relations. Deeper insights into the subject matter are ensured by analysis of current international issues.

During eight Monday afternoons from 14:00 until 16:45, some of the most important themes in international politics will be discussed. By this you will broaden and deepen your knowledge in this field, enabling you to participate in discussions and putting news items in a broader context.

It seems evident that the current world order is becoming more and more insecure. The United Nations is no longer regarded as the most effective and legitimate body in fostering peace and security. New geo-political rather than rules-based considerations define relationships between for example Russia and Europe, which hence reshapes European security and defence policies. Non-state actors ranging from multinational corporations to humanitarian agencies and  individuals enter the security arena. The fear of terrorism and returning jihadists are only the latest development in this greater trend.
