The academic program

The Hague Summer School is a modular course. You can choose to study for a two week or four week period. The two-week summer course consists of a module of your choice for 4 ECTS. The four week summer course offers you the possibility to choose 2 courses. Each elective includes organisational visits and guest lectures. Our academic staff is responsible for the content of the program and where we have partners in the field we co create with them. So you will meet not only our professors but also people from professionals from our Government and businesses in the region. Each year, we focus on  ‘Wicked Problems’ this year all modules are linked to the UN Sustainable Development Goals.  Students work on projects around the topic of the course. Topics vary from Gender Equality and Inclusive Learning to Human Rights and Entrepreneurship.

Social Program

As new friendships are a foundation for new and fruitful cooperation in the future, The Hague Summer School is not just about studying. We know that you are also here to make meet people and have fun! During the evenings and on the weekends we offer an extensive social and cultural program. Activities like the ‘Potluck Dinner, ‘Game Night’, ‘Treasure Hunts’ and off course ‘Dutch Nights’ are organized.

Costs and Housing

The fee for The Hague Summer School is 1250 euro per two weeks, this includes the course, lunches, social programme and fieldtrips. We strongly recommend to make use of our housing offer in The Student Hotel, a high end hotel for international students, just 5 minutes away from our University, which costs only 500 euro per two weeks extra

Human Security, rights and development

The Hague, City of International City of Peace, Justice and Security, boasts around 131 international institutes and 80 justice organizations and together with New York, Geneva and Vienna is one of the United Nations cities. Since 1913, the Peace Palace has been a centre of world justice, hosting the permanent Court of Arbitrations and the International Court of Justice. You'll also find, Oxfam International and OPCW, along with many other courts, tribunals and NGOs.

In this module students will be introduced to modern security challenges involving border disputes and questions of energy security, as well as the socio-economic development agenda of countries and population groups that have been suffering grave injustices and poverty.

While getting acquainted with some general (legal) theory and cases, students will experience how to work in reality with international issues through visits to the International Court of Justice, development cooperation organizations and institutions which encourage democratization. The program is both academic and practical (action-oriented) .

Examples of the lectures offered: the role of UNCLOS in resolving maritime disputes, questions of energy security in the Eastern Mediterranean, the role of the UN and NATO in global peace, the status of environmental refugees as well as questions of terrorism. The workshops are called Migration across the Mediterranean and Sustainable Development goals.

A the end of this module students will be challenged to build an integrated approach on how to achieve synergy of peace operations, state-formation, poverty reduction.

Advocacy and lobbying in the European UnionDetails

Effective influencing of policy and advocacy in the context of European policy is a permanent area of interest for Dutch ministries, decentralised authorities, businesses and other parties. Active and early influence is crucial to achieve results and to avoid possible ´misfits´ between European initiatives and the party´s own policy or company goals. This not only requires substantial preparations but also excellent communication and lobbying skills.

In the course, the European arena, policy preparation within the European Commission, the role of the European Parliament and the Council, the (in)formal working culture and processes within these institutions will be discussed. You will prepare a short ´position paper´ based on your own file, you will practice lobbying and you will create a strategic plan for your approach.

What will you learn?
The most important goal of the course is improving your strategic knowledge and ability to professionally represent the interests of your employer in the European Union.

After completing the course you will be able to:

- Comprehend and effectively influence the European decision-making processes

De Leergang Buitenlandse Betrekkingen (LBB) van Instituut Clingendael is al jaren een begrip. Sinds 1967 vonden al 72 leergangen plaats. Alumni van de LBB vind je onder meer bij de VN, NGO’s, in de politiek, en in het internationale bedrijfsleven.

Heb je als beleidsambtenaar, medewerker van een NGO, universiteit, denktank of in het (internationale) bedrijfsleven een internationaal georiënteerde functie, dan biedt de Leergang je een unieke kans. Je verbreedt en verdiept je kennis van internationale betrekkingen, versterkt je vaardigheden op het vlak van onderhandelen, effectief beïnvloeden en intercultureel communiceren, en vergroot je netwerk van experts.

De Leergang is ook een opleiding voor jou als je een nieuwe richting aan je carrière wil geven. The Training Course on International Security offers a unique opportunity to dive into topics that concern us all. What are the latest developments in international security? What is going on in the Middle East? Which (growing) roles do energy politics and cyber threats play? What does the future hold for European defence cooperation and how relevant is NATO anno 2019? If you want to learn more about the answers to these questions, this course is for you.

We go beyond the headlines to truly grasp international developments and their impact on security. It seems evident that the current world order is becoming more and more insecure. The situation in the Middle East is volatile, illiberalism is seemingly on the rise and multilateral cooperation is under pressure. New geopolitical rather than rules-based considerations define relationships between for example Russia, the United States, China, and the EU, which thus reshapes European security and defence policies and priorities. What is driving these changes? Together with experts, practitioners and policymakers, we gain deeper insights into current international issues.

Is this course for you? 

This Training Course is for anyone with a keen interest in security-related developments. The course will help you understand the players and institutions that are tasked with a security mandate, analyse issues of international security and grasp how recent developments fit into the broader international security context. 

There are no formal requirements for participation but it is advisable that you are equipped with:

  • Basic knowledge of international relations;
  • General awareness of the main news headlines;
  • Interest in international security issues (either personally or professionally).

Verdiepingsleergang Terrorisme, recht en veiligheidDetails

In het veld van terrorisme en contraterrorisme zijn verschillende organisaties actief die ieder vanuit hun eigen rol en doelen naar vraagstukken kijken. Juist in samenhang met elkaar wordt hun aanpak effectief. Een correcte duiding van informatie en een effectieve uitwisseling van deze informatie is daarom zeer belangrijk.

In deze leergang ga je op zoek naar de verbindingen en grenzen in informatiedeling en samenwerking. Je krijgt een overzicht van rollen, culturen, bevoegdheden en belangen van verschillende organisaties en gaat in op vragen als: hoe raken bepaalde interventies en maatregelen anderen? En op welke manier passen deze in het grotere veiligheidsdoel dat je gezamenlijk hebt?

Werkwijze
In een groep van maximaal 15 deelnemers behandel je twee cases waarbij je vanuit verschillende rollen een gezamenlijke opdracht vervult. Je behandelt de cases vanuit het perspectief van een andere dan je eigen organisatie. Tussendoor reflecteer je met andere deelnemers op gemaakte keuzes. Experts uit het veld en de wetenschap geven je een update over de laatste ontwikkelingen in je vakgebied. Zij duiden en verdiepen de context van de door jou behandelde cases en dagen je uit de consequenties van je keuzes te doordenken.

De cases waarmee je aan de slag gaat, staan in het teken van:

  • Radicalisering    (Module 1)
  • Netwerkaanpak  (Module 2)

De eerste twee dagen schuif je aan bij een casusoverleg. De derde en vierde dag verschuift de aandacht van individu naar netwerk en denk je na over mogelijke interventies daarin. Je leert van elkaars kennis en ervaring en komt tot beter begrip van elkaars posities.

Vragen die onder andere aan bod komen, zijn:  

  • Hoe vervul je een regierol terwijl je niet over alle informatie beschikt?
  • Hoe past je organisatiebelang binnen het veiligheidsbelang?
  • Met welke informatie help je een ander vooruit?
  • Hoe opereert een netwerk?
  • Hoe effectief is een netwerk aanpak?
  • En hoe plaats je die binnen een juridisch kader?

Voorbereiding
Ter voorbereiding op de leergang vindt er een intake gesprek plaats met de programmaleider. Tijdens dit gesprek breng je samen met de programmaleider je persoonlijke leerdoelen in kaart en bespreek je welke expertise en vraagstukken je meebrengt.

From 30 September - 4 October 2019, the OPCW and T.M.C. Asser Instituut in The Hague will host the tenth training programme on disarmament and non-proliferation of weapons of mass destruction.

Target group: The training programme is designed for early- to mid-career professionals working for governments, for example national export control bodies, national authorities for the implementation of WMD-related treaties and agreements and national nuclear agencies. Individuals working for non-governmental organisations, think tanks addressing WMD issues and research centres in related disciplines are also invited to apply.

Course aim: The WMD training programme offers participants the chance to discuss various aspects of the issue with renowned experts in an interactive and multi-disciplinary way. The programme includes interactive lectures and panels, a simulation exercise on export controls, and field visits to the OPCW Headquarters and Laboratory as well as to a nuclear research reactor.

Participants will gain:

  •          Hands-on knowledge of the diplomatic, legal and technical aspects of disarmament and non-proliferation;
  •          Insight into the work of key professionals in the area of WMD, seasoned with their personal experiences; and
  •          Unique networking opportunities with speakers and participants from diverse backgrounds.

Background
Weapons of Mass Destruction have re-entered the international political stage in recent years. After many years in which there was relatively little attention for these weapons and the agreements dealing with them, chemical weapons were used in Syria, Malaysia and the United Kingdom, and nuclear weapons returned in political rhetoric and arms races as if the Cold War has never ended. Arms control, non-proliferation and disarmament initiatives came under pressure due to increasing international tensions. How to understand and deal with these new dynamics?

The annual Training Programme on Disarmament and Non-Proliferation of Weapons of Mass Destruction (“WMD Training Programme”) organised by the T.M.C Asser Instituut and the Organisation for the Prohibition of Chemical Weapons (OPCW) offers in-depth knowledge on this topic.

Fees:
The fee for this training is €1495. This fee includes lectures, study materials, study visits, water/tea/coffee and lunch during working days, a reception and an opening dinner.

The fee does not cover (international) travel costs, domestic travel to and from airports, (hotel) accommodation, insurance or other expenses. The T.M.C. Asser Instituut can provide prospective participants with a list of suitable hotels in The Hague.

The Clingendael Institute

Hoe zien de nieuwste politieke ontwikkelingen er in de wereld uit? Wat voor geopolitieke consequenties kunnen veroorzaakt worden door acties in de energiesector? Welke dreigingen gaan uit van cyberoperaties? Hoe ziet de EU eruit na de Brexit – als die er al komt? En hoe gaat NL/EU om met China? De cursus ‘International Politics (CIP)’ behandelt deze vraagstukken en biedt cursisten de uitgelezen kans om in een korte tijd kennis te maken met internationale politieke kwesties. Door casusstudies worden inzichten verworven op het gebied van de huidige internationale ontwikkelingen.

Tijdens acht maandagmiddagsessies (14.00-16.45) zullen de belangrijkste thema‘s op het gebied van internationale politieke kwesties besproken worden. Door deel te nemen aan deze sessies, vergaren deelnemers de kennis die nodig is om te participeren in discussies over internationale politieke kwesties en om het nieuws hierover in een bredere context te plaatsen.

Ingangseisen
Deze cursus is voor iedereen die interesse heeft in de huidige internationale politieke ontwikkelingen, er zijn dus geen vereisten voor deelname.

De CIP is populair en telt een maximum aantal deelnemers van 20: registreer dus tijdig!

Methode
Tijdens deze cursus ontmoet je onze toonaangevende onderzoekers, experts en opinieleiders. Tegelijkertijd kom je in contact met gastsprekers en praktijkdeskundigen uit de beleidswereld. Sprekers uit voorgaande cursussen waren bijvoorbeeld: Tony van der Togt (Rusland expert), Willem Post (US expert), Prof. Dr. Jan Rood (EU expert) en Sico van der Meer (Cyber security expert). De onderwerpen worden geïntroduceerd en uitgediept door de vakspecialisten en afgesloten met een discussie. Daarnaast geven onze Clingendael experts een korte introductie over methoden zoals ‘scenario planning‘.

Clingendael Academy biedt deelnemers toegang tot onze online leeromgeving: Moodle. Hier vindt u o.a. studiematerialen die u vooraf of achteraf kunt bestuderen.

Wat leer je?

Doel van de LBB is om je klaar te stomen voor een internationaal georiënteerde loopbaan. Aan het einde van de opleiding heb je onder meer het volgende bereikt:

  1. Je beheerst verschillende essentiële internationale vaardigheden 
    Het trainen van (internationale) vaardigheden vormt een belangrijk onderdeel van de Leergang. In interactieve sessies leer je skills die de rest van je loopbaan van pas komen. Je bedenkt een onderhandelingsstrategie en voert deze uit, leert je netwerk te vergroten, schrijft heldere en overtuigende beleidsstukken, krijgt inzicht in het opzetten van een effectieve lobby en verbetert je interculturele vaardigheden tijdens trainingen, maar ook tijdens recepties met buitenlandse diplomaten op Clingendael.

  2. Je bent in staat actuele internationale ontwikkelingen te analyseren, samen met docenten en mededeelnemers 
    De Leergang staat bol van de actuele onderwerpen en verfrissende analyses. Alle relevante internationale thema’s worden behandeld. Van de invloed van de Verenigde Staten op internationale verdragen tot gevolgen van Brexit voor de EU, van de groeiende politieke en economische invloed van China, tot de rol van Iran in het Midden-Oosten. Aan het einde van de Leergang Buitenlandse Betrekkingen ben je op de hoogte van ieder relevant debat in de internationale betrekkingen en diplomatie.

  3. Je beschikt over een relevant (internationaal) netwerk van experts, denk aan docenten, trainers, LBB-alumni en andere deelnemers 
    De Leergang Buitenlandse Betrekkingen kent een bijzondere groepsdynamiek. Deelnemers worden geselecteerd op hun specifieke persoonlijkheid, achtergrond en ervaring. Hierdoor leren deelnemers niet alleen van de docenten, maar ook van elkaar. Bovendien ontstaat er een bijzondere band tussen jou en je groepsgenoten. Je leert elkaar nu eenmaal snel en goed kennen als je zo intensief met elkaar samenwerkt!

Modules en werkvormen
Tijdens de Leergang analyseer je internationale trends, ontwikkel je een beleidsgerichte visie en train je essentiële internationale vaardigheden zoals presenteren, debatteren, lobbyen, onderhandelen en interculturele communicatie. Je wordt uitgedaagd je kennis en vaardigheden in de praktijk te brengen en gaat de discussie aan met mededeelnemers, experts van Clingendael en topmensen uit de Nederlandse politiek, de overheid, universiteiten, media, NGO’s en het bedrijfsleven. In iedere module staat een andere expertise centraal. De modules:

  • Geopolitiek 

  • Internationaal recht en mensenrechten

  • Europese samenwerking

  • Internationale (ontwikkelings)samenwerking

  • Economie, handel en investeringen

  • Duurzame ontwikkeling

  • Internationale veiligheid

De Leergang wordt afgesloten met een onderhandelingssimulatie van maar liefst 48 uur: het EU Rollenspel, onder leiding van een oud-minister of topdiplomaat. Jij vertegenwoordigt een Europese lidstaat en zal de belangen van je land zo goed mogelijk moeten behartigen. Hoe dat gebeurt – met package deals, constructive ambiguity of flinke dosis realpolitik – is aan jou. Ter voorbereiding worden gedurende de Leergang een aantal dagdelen besteed aan intensieve onderhandelingstrainingen en simulaties.
